Manchester, NH – Doug Dean, President & CEO of Elliot Health System announced the promotion of Rick Phelps, MD to the position of Executive Vice President, Chief Operating Officer. Dr. Phelps has served in the role of Executive Vice President, Chief Clinical Operations for the past two years. Prior to holding this position, Dr. Phelps joined the Elliot Administration as Senior Vice President, Medical Affairs in March 2005. His leadership has been instrumental in coordinating the efforts of administration and physicians.
As Chief Operating Officer, he will play a crucial role in further shaping the delivery of healthcare in Manchester and the surrounding communities through strong physician relationships and meaningful quality initiatives that have a positive impact on community health.

Dr. Phelps will take on the new role effective July 1, 2010.
Dr. Phelps is a board certified urologist who practiced with Manchester Urology Associates from 1995-2005. In addition, Dr. Phelps served as President of the Elliot Medical Staff from 2003-2004.
Dr. Phelps received his MD from the University of Vermont College of Medicine, Burlington, VT and completed his internship and residency at Medical Center Hospital of Vermont, Burlington, VT. In addition, Dr. Phelps is completing graduate work in his MBA from the University of Massachusetts.
