Richard S. Shulman, M.D. has joined cardiology practice
Richard S. Shulman, M.D. has joined Michael Lemieux in the practice of cardiology in Oakland/Waterville. They will provide daily office consultations and continuity of care with daily rounding for inpatients at Maine General and Inland hospitals. In addition, Brooke S. Ritvo, M.D. and Joseph D. Sala, PA-C will provide office electrophysiology consultations on a regular basis. Emergency coverage, 24/7, is provided along with the other physicians of Central Maine Heart Associates.
Shulman spent the first decade of his career as Chief of Cardiology at Brown University and The Miriam Hospital in Rhode Island and the next two decades in the private practice of cardiology as managing partner of Cardiovascular Associates of RI. He has published extensively in the area of lipid metabolism. Ten years ago, as director of the Southcoast Hospital Systems cardiac catheterization laboratory he spearheaded the successful effort to establish cardiac interventional and surgical programs in community hospitals in Massachusetts. More recently he completed fellowships in Cardiac MRI at Washington University in St Louis and cardiac CT in New York.
Shulman earned his bachelor’s and MD degrees from Harvard University magna cum laude. He is a member of a number of professional organizations, and maintains fellowship affiliations with the American College of Physicians, the American College of Cardiology, the Society of Cardiovascular Computed Tomography and the Society of Cardiac Magnetic Imaging.
Dr. Shulman and his wife have recently moved to Maine and will be joining his son, a neurologist in Waterville and his daughter, a graduate student at Orono.
Anthem Blue Cross and Blue Shield In Maine Names Colin McHugh As Vice President, Provider Engagement and Contracting
S. Portland, ME – Citing his extensive background and experience in working with physicians and hospitals across New England, Anthem Blue Cross and Blue Shield in Maine has named Colin T. McHugh as Vice President, Provider Engagement and Contracting.

(Anthem’s parent). “He brings a wealth of experience in the field and has been a proven leader in our company for many years.”
Prior to assuming this new role, Mr. McHugh had served as Strategic Planning Director, Comprehensive Health Solutions for WellPoint, Inc. Since joining the company in 1995, Mr. McHugh has served in a number of leadership roles, including Executive Director of Provider Engagement and Contracting for Anthem Blue Cross and Blue Shield in New Hampshire.

Mr. McHugh will lead Anthem’s contracting efforts with Maine hospitals, physician offices, and providers. “Maine is fortunate to be home to outstanding medical facilities staffed by caring and experienced health care professionals,” he noted. “I look forward to the opportunity to further build and enhance the positive relationships we have with our providers.”
He holds a Master of Arts Degree from University of Connecticut in Storrs, CT and a Master’s Degree in Business Administration from the University of New Hampshire’s Whittemore School of Business and Economics in Durham, NH.
A native of New Hampshire, Mr. McHugh and his family will be relocating to Maine later this summer.
Physician Accepted as Active Member of the American Association of Endocrine Surgeons
Bangor, Maine – Michael Starks MD, F.A.C.S. of Penobscot Surgical Care, P.A., was recently accepted as an active member in the American Association of Endocrine Surgeons during their annual meeting. Active membership is limited to surgeons who are fellows of the American College of Surgeons or its international equivalent and those who devote a significant part of their practice to endocrine surgery. Active members must also be board certified surgeons.
Dr. Starks is a general surgeon who has been practicing in the Bangor area since 2002. He is a member of the surgical staff at St. Joseph Hospital and Eastern Maine Medical Center. In addition to general surgery, Dr. Starks performs minimally invasive endocrine surgery for patients with disorders of the thyroid, parathyroid glands and adrenal glands.
The American Association of Endocrine Surgeons aims to enhance the advancement of the science and the art of endocrine surgery. The Association is also dedicated to the maintenance of high standards in the practice of endocrine surgery. It currently represents surgeons in United States, Canada, Central America, Mexico and South America.
